Rice Straw as a Textile Resource: Circular Economy Perspectives and Socio-economic Potential
Abstract
The increasing need for sustainable materials is
due to the large quantity of agricultural waste generated, along
with worries about the environmental effect of conventional
textile production. Rice straw is one of the major agricultural
residues, resulting from rice production, which has great
potential for added-value uses the development of sustainable
materials and the management of agricultural residues could be
connected through the use of rice straw in Textile products.
This paper will discuss the potential applications of rice straw
in the textile sector from the perspectives of resource
vaporization, environmental sustainability, the circular
economy, and socioeconomic development. The low-value
residue known as rice straw will be transformed into an
intermediate product using a cycle model, which will also
facilitate the development of relationships between farmers,
rural businesses, and the textile industry. However, there are
certain issues with gathering, shipping, seasonality, material
variety, processing, standardization, and market acceptance.
The authors stress the fact that development of the system
which makes use of rice straw in textile production demands
multidisciplinary studies, life cycle assessment and techno
economic assessments.

Ethics in Advertising
Abstract
Marketers use advertisements to not only raise awareness of their goods and services but also to provide information about them. Ethics is the practice of doing morally right actions. Numerous studies have indicated that a company's engagement in
ethical promotion of goods and services. Today's business environment is heavily influenced by globalization, which makes it imperative for businesses to ethically advertise their goods. Ethical advertising not only promotes a company's interests but also gives it a competitive edge in an era of intense competition. Ethics forms a very important part of the advertising industry. While advertising has certain
advantages, there are some other aspects that do not go in line with the moral standards of the
industry. Companies provide accurate and appropriate product information to its customers in order
to be ethical in advertising. An advertisement that stays within the bounds of decency and refrains from lying or making false claims is considered ethical. This essay aims to clarify the moral dilemma surrounding advertisements. This essay addresses the moral dilemmas raised by certain product advertisements as well as the function of ASCI, or the Advertising Standard Control of India, in addressing such issues.

AN EFFICIENT LOAD BALANCING ALGORITHM FOR PERFORMANCE OPTIMIZATION IN CLOUD COMPUTING
Abstract
Cloud stack adjusting is characterized as the strategy of part workloads and computing properties in a cloud computing. It empowers endeavor to oversee workload requests or application requests by distributing assets among various computers, systems or servers. Cloud stack balancing includes holding the circulation of workload activity and requests that exist over the Web. A many approaches were laid out in writing to improve execution, work planning, storage facility coffers, QoS and cargo dispersion. Cargo adjusting conception grants information centers to fore slow down overloading or beneath- filling in virtual machines that as comparative is an issue in cloud computing sphere. Accordingly, it bear the experimenters to format and apply a appropriate cargo balancer for cloud terrain. The partitioned think about speaks to a see of issues and pitfalls confronted by the current cargo balancing ways and make the experimenters discover more successful calculations. cargo unbalancing issue is a multi-variant, multi-constraint issue that corrupts execution and viability of computing coffers. cargo adjusting ways bolster the result for cargo unbalancing circumstance for two undesirable angles- overfilling and beneath- filling. In despise of the centrality of cargo adjusting ways to the stylish of our information, there's no comprehensive, sweeping, deliberate and progressive bracket about the being cargo adjusting ways. Assist, the components that generate cargo unbalancing issue are neither considered nor considered in the writing. The stack balancer disperses information depending upon how active each server or hub is. In the nonappearance of a stack balancer, the client must hold up whereas his process gets handled, which might be as well tiring and de-motivating for him. Different information like occupations holding up in line, CPU handling rate, work entry rate etc. are traded between the processors amid the stack adjusting handle. Disappointment in the right application of stack balancers can lead to genuine results, information getting misplaced being one of them.

From centralised local administration to local governance and universal citizen participation: A historical analysis of local government systems in Uganda
Abstract
Abstract
The paper presents a historical analysis of the trends in local governance in Uganda. Initially, it starts by analyzing the traditional pre-colonial forms of local administration in several kingdoms and chiefdoms in the country that included Buganda, Bunyoro, Toro, Ankole, Bukedi, Bugisu, Teso, Karamajong, Acholi, Langi, Kakwa, the Lugbara and the Madi communities. Then the paper analyses how sub-national regions were governed under the colonial rule, and lastly how the same was exercised during the post-colonial regimes. The paper concentrates at analysing local governance under the current administration under the National Resistance Movement government. The analysis was purely qualitative based on literature review and analysis of past reports and publications on the subject matter. The methods used were key informant interviews and group discussions that were conducted amongst peers in local government sector in the country. Findings revealed a trend of transition from highly centralised local administration systems to more decentralised local governance offering opportunities for universal citizen participation.

Intelligent Load Balancing in Cloud Computing Using Machine Learning Algorithm’s for Adaptive Resource Allocation
Abstract
Cloud computing platforms must continuously accommodate workloads that vary in intensity, duration, resource requirements, and quality-of-service (QoS) expectations. Conventional load-balancing and resource-allocation mechanisms commonly depend on static thresholds, instantaneous utilization, or manually configured policies. Such approaches can react slowly to workload changes and may produce either over-provisioning or resource contention. This paper proposes an Intelligent Machine Learning-based Load Balancing and Adaptive Resource Allocation (IML-ABARA) framework that combines workload prediction, resource-state estimation, adaptive load scoring, and policy-based resource allocation. The framework is designed to predict near-future workload demand and use the prediction together with current CPU, memory, network, queue, latency, and task-level information to select suitable compute resources. A hybrid architecture is proposed in which supervised learning performs short-horizon workload forecasting while a reinforcement-learning-inspired decision layer selects allocation actions under multi-objective constraints. The optimization objective jointly considers response time, resource utilization, load imbalance, energy-related cost, SLA violations, and scaling cost. A reproducible experimental protocol is defined using CloudSim/CloudSim Plus or an equivalent containerized testbed, with baseline comparison against Round Robin, Weighted Round Robin, Least Connections/Least Loaded, threshold-based autoscaling, and a conventional machine-learning load balancer. The paper contributes a formal problem formulation, feature engineering strategy, adaptive load-score model, decision policy, evaluation protocol, and deployment architecture. Importantly, numerical performance claims are not fabricated; the manuscript specifies the experiments required to validate the proposed framework. The approach is intended to provide a practical foundation for predictive and adaptive cloud resource management in heterogeneous and elastic environments.
